Utah's quantum executive order adds a state layer to quantum funding, without a check attached
Utah Governor Spencer Cox signed an executive order establishing the Utah Quantum Initiative, according to the governor's office announcement carried by HPCwire and reported by the Deseret News on Aug. 11. The order takes effect immediately and runs through Dec. 31, 2028. It creates a Quantum Coordination Council led by the Governor's Office of Economic Development, with the Nucleus Institute invited to serve as co-lead, and pulls in representatives from state government, higher education and industry.
The council's first concrete deliverable is a document, not a purchase. By March 30, 2027, it must produce a statewide quantum landscape report mapping research infrastructure, manufacturing capacity and workforce assets, per The Quantum Insider's account of the order. Its stated priorities run from workforce and apprenticeships to commercialization, supply chain resilience, defense-sector strategy in quantum sensing and communications, and public education.
Cox framed the move in terms of existing assets rather than new construction. "Quantum technology is going to change how we compute, communicate, manufacture, discover new medicines and defend our country, and Utah has the people and infrastructure to help lead that transformation," he said in the announcement. Jefferson Moss, the state's economic development commissioner, put it more bluntly: "Utah doesn't need to build a quantum ecosystem from scratch — many of the pieces are already here." The release cites university research in quantum sensing, photonics and quantum materials, an established semiconductor and advanced manufacturing base, and defense installations including Hill Air Force Base and Dugway Proving Ground.
What the order does not do is appropriate money. No dollar figure appears in the announcement or in the coverage of it. That is the line worth drawing, because the states that have moved capital have moved a lot of it, and the ones that have issued coordination frameworks have not.
Connecticut is the cleanest current example of the first category. The CT Mirror reported on Aug. 3 that the state has committed $121 million to the QuantumCT effort, including a $10 million Innovation Clusters award in September 2025, a $50 million investment in November 2025 and a $60 million pledge conditioned on winning a National Science Foundation Regional Innovation Engines award. That condition was met: the same report describes an initial $15 million NSF award over two years announced in mid-July 2026, with a potential total of up to $160 million over ten years if benchmarks are hit. QuantumCT is a partnership between the University of Connecticut, Yale and the state's Department of Economic and Community Development.
Earlier state commitments set the scale. Pluribus News reported in August 2024 that Colorado had enacted a $74 million package of tax credits and a loan loss reserve, and that Illinois was building a $500 million quantum and microelectronics park on Chicago's South Side, with a roughly $200 million incentive package used to land PsiQuantum as its anchor tenant. Those figures are two years old and should be read as historical commitments rather than current-year spending, but they establish the range: real state programs are measured in tens to hundreds of millions.
The state layer sits on top of a federal one that got substantially larger this summer. Wilson Sonsini's analysis of the two June executive orders describes Executive Order 14413, "Ushering in the Next Frontier of Quantum Innovation," as establishing a modality-neutral push toward utility-scale machines through a program the firm identifies as QC-ADDS, alongside a companion order setting post-quantum cryptography deadlines for federal systems in 2030 and 2031. The same analysis puts roughly $2 billion of quantum investment moving through CHIPS Act authority, with about $100 million planned per company across six recipients: Atom Computing, D-Wave, Infleqtion, PsiQuantum, Quantinuum and Rigetti.
Against those numbers, the day-to-day government grants that hit the tape look small. On Wednesday, D-Wave disclosed an award of up to 300,000 Canadian dollars from the National Research Council of Canada's Applied Quantum Computing Challenge program, to fund graph minor-embedding work for its Zephyr topology inside the Ocean software kit, according to a report on Investing.com. It is a legitimate technical program. It is also a rounding error against the cash these companies consume, and the gap between headline-grant volume and actual funded revenue is where a lot of retail confusion in this sector lives.
That matters because the sector has already been repriced once this summer. Yahoo Finance reported on July 29 that IonQ was down 39% over the prior month, with Rigetti and D-Wave both off 30% and Quantum Computing Inc. down 24%, as high-multiple pre-profit technology broadly de-rated. The same piece noted IonQ's full-year adjusted EBITDA loss guidance of negative $330 million to negative $310 million. State coordination councils do not offset burn rates in that range.
The reasonable way to read Utah's order is as an option, not a contract. It signals that a state with genuine sensing, photonics and defense assets intends to compete for federal awards and private siting decisions, and it creates the administrative apparatus to do so. Whether that turns into procurement depends on a report that is not due for seven months, an initiative that expires at the end of 2028 unless extended, and a legislature that has not yet been asked for money. Investors treating state quantum announcements as revenue events should check which of those steps has actually happened.
