The quantum computing industry's most consequential hardware story of the summer is not a qubit count — it is a foundry. IonQ completed its acquisition of SkyWater Technology on July 31, a deal valued at $1.8 billion that brings chip fabrication, advanced packaging and technology development services in-house, according to The Quantum Insider and 24/7 Wall St.

Under the terms, SkyWater shareholders received $15.00 in cash plus 0.4883 IonQ shares for each SkyWater share held, The Quantum Insider reported. The transaction closed after regulatory clearance, and SkyWater will continue operating as an IonQ subsidiary, maintaining its independent customer relationships while supporting IonQ's quantum chip manufacturing ambitions.

SkyWater's strategic appeal goes beyond capacity. The company operates as the largest exclusively U.S.-based semiconductor foundry and holds Department of Defense-accredited Trusted supplier status, per The Quantum Insider — credentials that matter as quantum technology becomes entangled with national-security procurement. Its portfolio also spans atomic clocks and quantum interconnects, adjacent product lines that IonQ has been assembling into a broader quantum-technology platform.

IonQ chief executive Niccolo de Masi cast the deal in supply-chain terms, saying secure chip design, fabrication and packaging will deliver 'vertical integration across our full stack of quantum applications for land, sea, air, and space,' as quoted by The Quantum Insider. SkyWater chief executive Thomas Sonderman, who now reports to de Masi according to 24/7 Wall St., described the industry's shift 'from research to manufacturing.'

The financial weight of the strategy showed up immediately in IonQ's second-quarter numbers. Data Center Dynamics reported that the company's adjusted EBITDA loss of $120.3 million included SkyWater-related spending — the loss was $95.6 million excluding it — though IonQ closed the quarter with roughly $2 billion in cash, equivalents and investments. Investors reacted favorably to the close itself, with the stock jumping 9% to $39.62 on August 3, per 24/7 Wall St.

IonQ is not the only quantum name leaning on domestic chipmaking. Rigetti Computing, which fabricates its own superconducting processors, disclosed a letter of intent with the U.S. Department of Commerce for up to $100 million in funding over three years, according to Investing.com and Data Center Dynamics, alongside a planned $100 million investment in the United Kingdom and a nine-qubit system delivery to the Pittsburgh Supercomputing Center.

Rigetti's second-quarter technical disclosures also illustrate why fabrication control matters. Its 108-qubit Cepheus-1-108Q machine is built from twelve interconnected nine-qubit chiplets — a modular approach that depends on repeatable chip manufacturing — and posted a median two-qubit gate fidelity of 99.1%, per Investing.com.

For the small-cap chips complex, the message is that quantum is becoming a semiconductor story. Whether through outright acquisition of a foundry, CHIPS Act-linked government support, or chiplet architectures that lean on packaging expertise, the public quantum companies are converging on the same conclusion: controlling the silicon — and who gets to make it on U.S. soil — is now part of the investment case. IonQ has said it will lay out the integrated roadmap at an investor day scheduled for September 8, per The Quantum Insider.
